The memorandum deals principley with Church statistics. One point, though, is worth quoting

(Page 160) The returns made to the Commission by the great Nonconformist denominations were drawn up before the appointment of the Commission. They were in every case returns made to the denomination for its own purposes, and they were duly printed in full in their Year-Books. The Nonconformist denominations decided to stand by the general accuracy of these returns, though their compilers had no suspicion that they would be put to the severe test of examination by a Government Commission. In adopting this course the Nonconformists placed themselves at some disadvantage, because returns compiled purely for denominational purposes from a large number of individual sources are liable to errors of carelessness and incompletion.
