(Page 172) In conclusion we regret to be compelled to call attention to one difficulty which has made our task a most unenviable one. We refer to the behaviour of the Chairman. He has throughout acted in an arbitary and over-beraring manner, both in his personal relations with individual commissioners and in his conduct as Chairman of the public and private meetings of the Commission.

By his refusal to receive evidence on certain subjects, he has also deprived the Commissioners of information which would have helped them in drawing up the Report. In some cases the proofs of these witnesses have afterwards been incorporated in the Appendix.

[The author refers to historical matters and the Chairman's quite narrow interpretation of the words 'spiritual welfare'. The memorandum of the Reverend J. Morgan Gibbon is most scathing in this and this memorandum is thus discussed.]
